Powder snow in a cauldron doesn't make you freeze

If you go into a cauldron that has Snow Powder in it then you won't freeze but if you go into Snow Powder that's not in a cauldron then you will freeze.

Steps to Reproduce:

1. Place a cauldron
2. Place powder snow inside the cauldron
3. Switch to Survival mode
4. Stand inside the cauldron

Observed Results:
The player does not freeze.

Expected Results:
The player should freeze.
