Death by falling

Hi, I have a problem and it is that when I fall in not so high heights I end up dying even if I wear boots with feather drop 4, for example I fall from 18 blocks and many times I end up dying but other times I end up with little damage, no I know if it is because of my configuration but if it is a bug I hope they can fix it.
