Turtles Won’t lay eggs

I would feed two turtles sea grass, and there would be the breeding Hearts and bumping into each other, but instead of laying eggs, one of the turtles would sit in a corner and do almost nothing, and the other would just behave as normal. You can’t feed the one sitting in a corner again, but the one just going on with their day could be fed.
