Can not change "country" in address form for marketplace

I have tried repeatedly to purchase a world in the minecraft marketplace but the system will not allow me to make a purchase because I can not change the "country" option in the address form.  It is greyout saying United States but I live in Australia.  Even this form needs work!  Minecraft marketplace doesn't even exist in its options.  VERY dissapointed with minecraft and microsoft!
