Issue with Fallout texture pack

I was using the Fallout mashup texture pack the otherday and when I loaded the game up today, I decided to switch to the Skyrim mashup texture pack. I deactivated the Fallout texture pack and then a tivated tje Skyrim texture pack and loaded up my save. The game loaded but the textures where still the Fallout texture pack, not the Skyrim pack. I tried a few more things to try and get the Skyrim pack activated, even going so far as to load the game without ANY texture packs activated with the same result: The game is behaving as though the Fallout texture pack is still enabled.
