Blazes takes time off being freezed in powdered snow

As flaming mobs such as blazes, they should get damaged directly when they touch powdered snow, because blazes that touch powdered snow takes time for it to freeze that is why it doesn't make any sense. Its a flaming mob and it should be damaged directly to freeze damage. It feels like blazes freeze just like other non-flaming mobs that takes time to freeze. Is this a bug or a fact?
