The timing of bow shots are incredibly incorrect

If you shoot a bow when the bow is pulled all the way back, but not when the camera finishes zooming in, you will not get fully charged arrows which is shown by the lack of particles. 

In the video below, I am pulling the bow all the way back, but I am not getting fully charged arrows with critical particles.
