View bobbing off does not slightly sway your hand

When turning view bobbing off your hand does not slightly sway when turning your view anymore since 1.13.0 on bedrock but it does still slightly move on java though like it used to on bedrock

how to recreate:

1. Open Minecraft bedrock
2. go to settings
3. turn view bobbing off 
4. open a world
5. Look around
6. expected results: the hand should move slightly while looking. actual results: the hand and any item you are holding stays completely still
