Skins glitch

Hey so I have a glitch or something that doesn't allow me to see skins 

The first day I had this problem I was able to see some skins not all but some and a week after

I tried to delete the "skins" folder from the ".minecraft" file and I launched the game.... and I wasn't able

to see any skin even mine in both single and multiplayer I tried to reinstall Minecraft and deleting the ".minecraft" file, logging off and in mc restarting my modem trying many versions 

turning off firewall but nothing worked so please I need help I can't play the game like this 

I mean I don't enjoy it so please if someone can help me I will be so thankful
