Signs are not saving in creative or survival modes

Signs in creative or survival fail to save after they are put up and don't appear when game is reloaded

What I expected to happen was...:
Signs would stay where they were placed

What actually happened was...:
No signs at all

Steps to Reproduce:
1. Create sign
2. Quit
3. Log back in
4. Sign gone
