Glow signs cannot glow when black, and dont have an outline

Black text signs cant glow, and no outline around glowing text

steps to replicate:
1. place a sign
2. use a glow ink sac on sign

Observed results:
Text doesn't glow.

Expected results:
Black text should glow with a outline around the text

Other issues:
plus even if you do dye a sign then make it glow, no outline shows up, im not sure if this is a parity issue or a glitch but it makes the glow signs look much less appealing.
