Blue axolotl's don't seem to spawn unless you use commands. I've tried breeding, eggs and buckets but I cannot find any.

I cannot get any blue axolotl's. I've tried breeding, eggs and buckets but I cannot find any. I wanted to see if they were in bedrock so i could get one in survival. But it seems like they dont spawn unless if I use a certain command called /summon axolotl ~~~ minecraft:entity_born.
