Default Tick Speed Isn't 3 Like Java

Summary: The default tick-speed on Minecraft Java is three were as in Minecraft Bedrock it's 1.
Steps to Reproduce:
Step 1: Create new World.
Step 2: Scroll to Tick-Speed.

Observed Result: Tick-Speed is one not three like Java making wheat take much longer to grow and carrots or any crop besides 1.17 items or blocks that grow.

Expected Result: Tick-Speed should say three and match Minecraft Java's tick-speed for growing carrots, wheat and other crops before 1.17.
