Unable to pick up axolotl

I encountered my first Axolotl in shallow water in a cave. I took out a bucket and attempted to collect it and I was unable to. Observing the problem it seems  it picked it up and then immediately put it down again. I noticed the water from my bucket would be dropped next to it.
