Rain/snow sometimes does not visually match the actual weather

Sometimes it can appear to be raining when it is not, or appear to be clear when it is actually raining. Weather may also appear differently to different players in a world (MCPE-138691). This seems to be the result of client-server desync. Using the /weather command or sleeping in a bed to end a storm may not visually change the weather. The bug often happens after playing in a world for a while and minimizing the app/switching between apps.

Steps to Reproduce:

1. Download and open MCPE-131325.mcworld
2. Type /weather clear or sleep in a bed
3. Notice that the rain doesn't go away
4. Spawn a zombie
5. Notice that it burns
