Missing nether-side portal - but coords are correct

When going through a nether portal from the overworld to the nether, the corresponding portal does not generate on the nether-side, trapping me in the nether.

Note - this is not the same issue that's already been reported where the coordinates match the overworld - I am teleported to the expected coordinates in the nether.

I am teleported to the nether at 28,86,-8 but there is no portal generated in the nether.

This is on a commercially hosted server, which I presume is running BDS.
