Small dripleaf cannot replace some blocks

This bug report is a parity issue with Java.

Summary:

The bedrock version small dripleaf cannot replace some blocks. But in the Java version, these blocks are replaced with small dripleaf.

List:

• hanging roots (tracked in MCPE-131218)
• seagrass (double only)

Steps to reproduce:

1. Place the above blocks.
2. Try replacing them with small dripleaf.

Observed results:

You cannot replace the above blocks with small dripleaf.

Expected results:

Blocks will be replaced with small dripleaf.
