Candles can't be put on top of certain non-full blocks.

Candles, even though can float without a supporting block, cannot be placed on top of non-full blocks that have a flat top surface (i.e. Top slabs, upside down stairs, upper trapdoors, Azalea and its flowering variant, etc.)
