Upward Facing Dispensers not "Shooting" Items

When a dispenser is facing upwards, it will not "shoot" an unusable item/block (eg. a book) when powered. Instead, it will only "drop" the item/block like a dropper.
Only when it's facing to the side, the dispenser works fine.
