Extinguish effect is missing for zombies and skeletons when its raining during day

When it rains during the day and a zombie or skeleton is outside, there is no steam extinguish sizzling effect anymore, but should be. See photo attached.

Steps to reproduce

Wait for it to rain during the day.
Spawn a zombie.

Observe that the steamy extinguish effect on the zombie is no longer preset.
