Glowing signs flicker when viewed through tinted glass

When a sign has a dye added to color the text, then a glow ink sac to make it glow, if you then look at the sign through a block of tinted glass it will appear to flicker like an old florescent light. It seems to be caused by a conflict of weather to make the text brighter or darker, so it switches between both.
