The hotbar is very buggy and keeps freaking out with which item I'm holding

The hotbar is super weird and it's only for a couple worlds but I have just found out what is happening I have a couple of command blocks (5-6 maybe) and they are repeating and need red stone off and I think that is making the world glitchy and messing up the hotbar this also started a couple months ago but I waited until after 1.17 to go and see if you guys have fixed it
