You can place more than 1 candle in one block while sneaking/shifting

This bug report is a parity issue with Java.

Summary:

When sneaking/shifting in Java version, you can place only 1 candle in one block. In Bedrock, you can place up to 4 candles in 1 block.

Steps to reproduce:

1. Take a candle.
2. Press shift/sneak
3. Try to place more than 1 candle in one block.

Observed results:

You should be able to place 4 candles in 1 block.

Expected results:

Only 1 candle will be placed.
