Jigsaw block unable to be placed in proper orientation to work

No matter what I do, I can't seem to place jigsaw blocks so that the arrows are on the top, which is nessasary for them to function. I spent like 20 minutes placing jigsaw blocks, and was not successful even once, and after trying everyway I could think of. I even tried using /set block and /fill, but jigsaw block wasn't a block they could place.
