Candle Cakes collision and hitboxes doesn't include the candle around it

Summary
When you look at the candle cakes and step on them, the hitbox and the collision box don't include the candle itself. This isn't in parity with Java Edition.

Step to Reproduce
1. Place down the candle on a cake to create a candle cake.
2. Walk on it.

Observed Results
You walk through the candle part, as if the candle doesn't exist.

Expected Results
You walk on the candle part.
