Candle cannot be placed underwater, despite being waterloggable

Summary
When you place the candle underwater, it just doesn't work on Bedrock Edition, however, you can waterlogged them by placing the candles first and the water.

Step to Reproduce
1. Find a water pool/ocean
2. Place the candle underwater
---> Doesn't work
3. Go outside the water and place the candles on the ground
4. Place water on the candles
---> Gets waterlogged.
