1.17 generated world only goes down to y level 1. (world generation issue)

When I went mining everything was fine until I wanted to go to -58 for diamonds. But bedrock was at y=1. I opened to LAN so I could go into spectator mode to see if the bedrock was just a glitch. But there wasn't anything under there. I then loaded a new world thinking it might just be that world but then that one was the same problem. I'm starting to think that it is an OS problem but I don't know.
