Deepslate doesn't generate all the way to bedrock

Im am on seed '1253685217' in a freshly generated world with caves and cliffs experimental mode on. Deep slate is not generating all the way to bedrock level. It seems to only generate in patches around y14 +-10. I have teleported to random locations and each is the same.
