Cannot Attack Mobs Or Destroy Paintings Without A Weapon Or Tool

My super flat world was fine until the recent 0.13.0 update but I think the update did not seem to be the cause of this problem. I cannot attack any mobs or destroy any paintings unless I use a tool or a weapon (like a sword or a pickaxe). It's troublesome for me as I need to carry a tool in my inventory at all times. The problem still continues to the 0.14.0 builds. My other worlds do not seem to have this problem.

I also see other people and MCPE youtubers with different devices with the same problem in the 0.13.0 update, later and also earlier. For example, JackFrostMiner's Survival Let's Play world.
