/particle position argument is non-optional

The bug

Unlike other commands like /summon and /playsound, the /particle command requires that a position be specified. This is annoying since you have to explicitly type out ~ ~ ~ every time, and it makes it more difficult to edit the particle name in the command.

How to reproduce

/particle minecraft:mobflame_emitter

Expected result
It spawns flame spam at your position
Actual result
Syntax error
