Players with operator can’t change player permissions

I own a realm and I gave a few of my friends operator permissions. However they can’t seem to be able to switch player permissions, only the owner can. Which is a bug as on non-realm worlds they can. We tried on all devices, they can’t seem to switch permissions. This is a huge issue as owners don’t have the time to switch permissions when another player with operator can.
