Deepslate not generating below y=0 on a world with caves and cliffs experiments toggle on.

I went underground in a cave to explore it in a normal world with Caves and Cliffs experiments toggle turned on and I noticed that deepslate wasn't generating below y=0, it doesn't make any sense to me
