How to train your dragon world template failing to work

I bought the how to train your Dragon world template and the next day when I went to go make a world and said it was downloading again. However the progress bar don't go up. I even tried reloading the game and restarting my Xbox. I also Deleted it. To see if I could reinstall it but even in the market place and it still showed progress bar but it didn't say downloading.
