Purchased Skin Pack is Inaccessible

I purchased the Minecraft 2nd Birthday Skin Pack-2015 for free a while back and just noticed that it was not in my owned skin packs tab in create a character. It was also missing from the marketplace but the purchase proof is only shown in my playstation network library in add-ons.
