When fishing, lily pad is treasure not junk

In Java Edition, this was changed in 1.16.

Steps to Reproduce

1. Download and open the vanilla behavior pack (https://aka.ms/behaviorpacktemplate)
2. Go to loot tables > gameplay > fishing and open junk.json and treasure.json
3. See that lily pads are in treasure.json instead of junk.json
