Skins incorrectly saving/ no longer working

Custom imported skins pre 1.16.221 no longer work correctly, skins will not save selected skin, instead save under last skin that was used. Xbox regarding custom skins has a similar issue. Pre 1.16.221 higher pixel skins (128x128) worked properly, post hotfix show up but cannot be used, either show up but do not save when selected or any new skin made shows as invisible.
