Expected results:

Now that the crop is fully grown, you cannot use bone meal in creative mode

Observed results:

You continue to use the bone meal despite the crop being fully grown

Steps to Reproduce:

1. Go to survival
2. Place farmland
3. Place some crops
4. Use bone meal
5. Go to creative
6. Use the bone meal again
