RTX turns itself on and off repeatedly as I move around

While in a ray tracing capabale world, RTX will randomly turn itself on/off as I move around the world. I first had this issue back in December 2020. A broad search of the bug tracker shows no other people having this issue. There is a video at the bottom of the post demonstrating the bug.

PC Specs:

Gigabyte Vision OC RTX 3080

AMD Ryzen 9 3900x

16GB RAM 3600Mhz
