Can't place redstone dust in light block

I have a 100 x 3 x 100 area of light blocks (data 15). In this area (and generally in light blocks) I can't place redstone dust using my hand. I can only place it by the /setblock command. Also, if I /setblock that specific location to air, I can normally place redstone dust, but still not in lightblocks. This bug exists for a long time.
