Villager trades aren't being reset

Once Villager's trades have been maxed out, or when it shows the X on the arrow not allowing you to do that trade, the Villager won't make that trade ever again unless zombified and cured. For instance I have a Mending villager who won't trade emeralds for paper and is getting really close to shutting down my source of mending books.
