Axolotl sometimes spin when pathfinding on top of lily pads

Axolotl when on top of lily pads, sometimes spin themselves when trying to pathfind.

Step to Reproduce
1. Place down a couple of lily pads on water
2. Spawn a few axolotl above the lily pads.
---> Some of the axolotls spins above the lily pads.
