Bone mealing one moss block in air shows more bone meal particles

Summary:
When one moss block is 7 to 8 blocks above ground and the player uses a bone meal, more bone meal particles show in the air even though no moss is nearby.

Steps to Reproduce:

1. Grab a moss block.
2. Tower 7 to 8 blocks above ground.
3. Make sure there is only one moss around the area.
4. Now bone meal the moss block.

Observed Results:
After bone mealing the moss block, more bone meal particles show up in the air.

Expected Results:
The bone meal particles should not do this.
