Beta header goes off the screen

Summary:
The beta header goes off the screen when in a world and the GUI scale is set to 0. This was not an issue in 1.17.0.50 Beta.

My screen resolution is 1366x768.

Steps to Reproduce:

1. Open Minecraft 1.17.0.52 Beta
2. Ensure the game is in fullscreen
3. Ensure the GUI scale is set to 0
4. Open a world
5. Look at the beta header

Observed Results:
The beta header goes off the screen.

Expected Results:
The beta header correctly fits inside the screen.
