Fire won't spread in the pirates of the Caribbean world

I am playing on the pirates of the Caribbean world and I am lighting fire to wool and it dose not spread. I have friends spreads on but it dose not spread when it should on wood and wool. I lit every fire in the below picture with no spread or even burning and disappearing of blocks.
