Using"Touch only affects hotbar" on control touchscreen change to console controller

When i use my touchscreen i notice a bug that changes the Control whenever i want to turn on my "Touch only affects hotbar" to console controller. I try to turn off every Control options except touchscreen but it doesn't work and then trying default on every Control options but it's still doesn't work

I honestly thought that it might be a feature for the control but it feels off putting when i turn on the "touch only affects hotbar" on touchscreen and dramatically change the control to console controller

Pls tell me if this is a bug or not, i genuinely confused and if it's a bug pls fix it🙏
