Using /setblock on Amethyst Clusters and Buds will always place it upside down by default

Summary
When you place an amethyst cluster or large/medium/small amethyst buds, it will place it upside down when using /setblock by default. This isn't in parity with Java Edition.

Step to Reproduce
1. Do /setblock ~ ~ ~ amethyst_cluster
---> It is placed upside down.
