Higher level maps no longer align

Steps to reproduce:

1. Use item on a blank map or locator map (map level 0/4)
2. upgrade map with cartography table to map level 4/4
3. Use upgraded map to begin mapping. Mapping will be centered in the map frame, not aligned with previous expanded maps.

Observed result:

A map which begins mapping based on your location, not where the map was first used.

Expected result:

A map which is bound by the alignment system for maps from previous versions.
