Not letting me play items I purchased

I have a bunch of downloaded packs, including city maker and infinity skyblock (the two I want to play the most but can't), and none of them will let me. They tell me they "need to be downloaded" then give me no option to download. I can't access anything having to do with them and on the market page where the purchase button should be there's just a blank gray square
