Deepslate and deesplate variants dont generate below y=0

tried going into the new caves , everything seemed nice until deepslate stopped generating around and up to y=-2 then everything else was just normal stone ,all other ores didnt generate in their deepslate form, tested it in two different worlds with caves and cliff feature enabled.
