Zombies from spawners in dungeon don't spawn with armor

First world i created in 0.14, and when i found a spawner, all zombies were spawning without armor, i mean, none of them spawned with an armor. I had the latest difficult mode, i waited like 5 minutes but no one spawned with armor.
NOTE: I have tested only with zombies.
